Joomla 1.5 is a huge improvement over the previous version, however it cannot be upgraded as the architecture has changed considerably. However it can be migrated.
Extensions for Joomla 1.5 are still being developed but will soon catch up with those available for the previous version. I recently created ezBasicRecipes.info with Joomla 1.5 and had tough time finding a Joomla 1.5 compatible template.
