The easiest way to build your blog style website is to install WordPress via Fantastico which is available when you sign up with some hosts like Hostgator.

It is advisable to build your site with your own domain and host so that you have complete control over it at all times. For example if you write something on a free blog, that they think is spam they can shut down your blog without further notice and you can lose all your hard work, the traffic to your blog, page rank etc.

However, if you are just learning or need it for personal use you may wish to sign up with a free blog host.
